About the course.

Give yourself the means to design governance that leads to the development and improvement of publicly funded operations!

The course "Effective governance that develops the public sector" is a unique course on governance that takes a systems perspective and is based on both research and proven experience. The aim of the course is to offer knowledge of the systems perspective and what it means for governance in public operations. Participants learn more about seeing organisations as systems and thereby being able to see what type of governance is needed to contribute to desirable effects in society while being perceived as a secure and legitimate organisation. We place particular emphasis on creating an understanding of complex social systems. We use examples from the public sector to increase understanding of what today's systems look like, seen from different perspectives, and how this understanding can be used to develop and change. As a participant you get the opportunity to develop your way of thinking about governance in complex systems and how you can relate to different types of governance that must meet different needs at the same time.

Curriculum

How the course is built.

  1. Block 1 Systems and the systems perspective

The first block lays the theoretical foundation for the two following blocks. We start by defining what systems and the systems perspective are, the difference between complicated and complex work, and the consequences this has for governance. We highlight the importance of seeing and understanding systems from several different perspectives. We look back at the historical development of the systems perspective and of governance in the public sector. We reflect on what governance really is and why it is needed. Other perspectives we highlight are views of people's motivations and what motivates us in the workplace, as well as perspectives on value creation and the difference between a goods-dominant and a service-dominant logic. We bring the different perspectives together and see what they mean in practice for the governance of complex operations.

  2. Block 2 Governance based on a systems perspective

In the second block we go deeper into what governance based on a systems perspective means in practice. We highlight central concepts in governance such as variation, efficiency and quality from the perspectives of complicated and complex systems. We do the same with goals and follow-up, and with budgets and costs. The aim is to give a better understanding of why governance looks the way it does and that it always needs to meet several different needs. This also makes it easier to see and understand how governance can be developed.

  3. Block 3 Changing governance

In the final block we address the purpose and function of governance seen in a larger context of both structure and culture. We go deeper into governance in social systems such as organisations and what this means for collaboration, power, relationships and the ability to influence behaviour. We look in particular at how change can be achieved in complex social systems. On the final day we get a research update on the systems perspective in a Swedish context.
